2.4 External environment and transport

All development proposals incorporating traffic management schemes shall include suitable provision for disabled people. Consideration should be given to:

Pedestrian areas should be designed to meet the needs of disabled people to create, wherever possible, a barrier-free environment. The Code is mindful of the recommended standards, including:

New public transport facilities are required to provide suitable access and facilities for disabled people. Any older transport facilities should, so far as is practicable, when they are being refurbished, incorporate improved access for disabled people.

In the case of all non-residential development, the Code of Practice recommends that appropriately positioned parking places, adequate in size and number, shall be provided for disabled people with Orange Badges (see 5.15 Car Parking).
