The draft of the Code of Practice on Access and Mobility was agreed among representatives from five Merseyside Authorities and Merseytravel, and published for consultation purposes on the 23rd of June 1997.
The consultation process was seen as essential for the document to be effective and practical. Consultation took place between the 7th and 31st of July 1997. Comments were invited on the text and not the layout.
The method of consultation agreed upon among the representatives was to send copies of the Code of Practice to local and national representative disability groups. Other interested parties, such as architects, building surveyors and developers, were sent brief reports of what it contained and told where a full document could be found.
For those who did not receive a copy, documents were made available in all Merseyside public libraries. The consultation was also well publicized in the local press inviting comments from individuals who do not belong to any national or local organisations.
In general, each Local Authority only consulted organisations and individuals within their own boundaries to avoid repetition. However, Merseytravel and Sefton MBC carried out consultations with national and Merseyside-wide organisations.
A total of 361 people/organisations were consulted, including national organisations, Local Authorities, local groups and specific individuals. Of these, 198 received the full document.
There were 56 responses - 70% from Merseyside and 30% from national organisations, all of which had received the full document.
Responses were divided into three groups:
All the substantive comments were examined and either included in the document or were left out for valid reasons. All spelling and typographical errors were taken into account.
Large numbers of positive comments were received, such as: "We warmly welcome the production of the Code of Practice" and "Excellent".
To conclude, the consultation was successful, and the comments received were helpful and relevant. We would like to thank everyone who returned their comments, all of which have helped to make the document more precise and correct.

The Code of Practice was revised to take account of changes in legislation and other best practice documentation, such as BS8300:2001 in both 2001 and 2002.
The material was converted for accessible web content and a structure put in place to accommodate future updating on a 6 monthly basis took place in 2002. Notification of the changes made by future updates will be notified on the home page as they occur.
