The Department of Environment, Transport and the Regions (DETR) Local Transport
Note 1/95 describes the method to be used when assessing the need for pedestrian
crossings. The method uses a framework to
encourage informed decisions over whether a crossing is necessary and, if so,
which type of crossing would be most appropriate.
Site information is collected and this forms the basis of a Site Assessment Record which is used to complete an Assessment Framework consisting of two parts - the Site Assessment and the Option Assessment. The framework collates all relevant information, including road user needs, road safety aspects, site characteristics, and costs, allowing informed decisions with their clear consequences. In making the Site Assessment Record, considerable weight is placed on the level of difficulty experienced in crossing the road. Information to be recorded includes details including ages of pedestrians and any special vulnerability such as mobility difficulties, visual impairment, prams/pushchairs etc.
The Option Assessment considers the factors brought out in the Site Assessment
and other factors including the weight of public and police representations
and the cost of installation and maintenance. From this information the choice
of options, ranging from "do nothing" to "provide a signal controlled
crossing" is prioritised.
