Footway clearances at scaffolding
Consent must be obtained from the Highway Authority prior to the
erection of any scaffolding that will obstruct any part of the Highway. Also,
Chapter 43 of the Disabled Persons Act 1981 requires that their presence be
made clear to visually impaired people.
In order to make visually impaired people aware of the presence
of scaffolding, corner poles must be clearly indicated by warning tapes and
sleeves. Warning signs must be provided at ends and external corners. Each tubular
support adjacent to the footway should be provided with a distinctive red and
white banding or with a white band 150mm in depth. The lower edge of the band
must be 1500mm above ground level.
Dimensions and clearances for scaffolding which encroaches onto
the pavement are shown below.
Raking scaffolds or cross bracings which result in less than 2100mm of headroom clearance above open footways are unacceptable. If this is unavoidable then either part of the footway should be closed off or the footway diverted. Cross bracing at ground level must be covered by boarding.
