The Blue Badge scheme operates, with some exceptions, throughout England, Scotland and Wales. It does not apply in certain areas of central London - the City of London, the City of Westminster, the Royal Borough of Kensington and Chelsea and the part of the London Borough of Camden south of, and including, the Euston Road.

Those authorities do, however, operate their own independent concessionary parking schemes for disabled people who live and work in their areas. They also offer a limited range of concessions to other disabled people. The Blue Badge Scheme has generally been seen as a success. There is however concern that the scheme is abused by motorists who are not badge holders, and those who are not themselves disabled but hold badges on behalf of disabled people.
